MOGSC's Update on the Movement Control Order #1

Dear MOGSC Members,

Firstly, we hope that all MOGSC members are in the best of health, are safe at home and are in good spirits.

Following the Government's directive to implement the Movement Control Order, then extending it further until Tuesday, 14th April 2020, we are aware that it has and will greatly affect your companies. As you may be aware, PETRONAS has clarified in their press release that Oil & Gas is considered essential to the country and that the services that support them are also deemed essential, therefore should be operational during the MCO period. With that in mind, companies are also expected to minimize the number of employees that have to be at work and to implement the Business Continuity Plan, if available. In addition, companies are advised to evaluate and seek clarification from your clients if your services are deemed critical on top of being essential.

For your information, the MOGSC EXCO have been in discussions with PETRONAS and MPM to raise issues and challenges from the industry during the Movement Control Order (MCO). Among the issues being discussed are:

1. Movement of employees during MCO
2. Offshore crew / crew change
3. Immigration approvals in Sarawak and Sabah
4. Manufacturing approvals from MITI
5. Project contract terms
6. Support from banks

The working group mentors are currently compiling feedback from their working groups. Members can also share your specific issues and challenges that you have faced during this MCO, if any, by sending us an email. MOGSC will compile the feedback and forward any issues that needs attention to PETRONAS or the relevant stakeholders.
